This is the later type of top plug, fitted from 10/85; this is held into the fork stanchion by the circlip SUR54960, but has an external threaded section protruding from the top, onto which the top yoke locates. The assembly is completed by a large locknut and washer which sit on top of the top yoke - see SUR54959 and SUR54961.
